Abstract:Global warming has become a world public issue which is most closely related to contemporary mankind, and the transition from traditional to new energy has become an unchangeable historical trend. The Gulf Cooperation Council(GCC) countries occupy an important position in traditional energy market, and their geo-strategic value has become increasingly prominent in the context of changes in the world structure. Meanwhile, the GCC increasingly evolves into a regional union with agenda-coordinating functions on the climate agenda. Pacific island countries are suffering from climate change seriously, broadly involved in global climate governance process, and play an important role in setting climate agenda, whose policy stance can affect the interests of the GCC countries. The climate assistance of the GCC countries towards the Pacific Island Countries recently has progressively diversified to many fields, revealing a shift towards the collective construction of institutionalized cooperation frameworks by the regional alliance of states. These measures serve the strategic objectives of the GCC countries' proactive engagement in shaping international agendas and rules, which can improve their international reputation, and will help to gain support on specific issues. Although there are some disputes between the GCC and the Pacific Island countries, the prospects for the development of their climate cooperation is promising. It is not only an important link in the in-depth development of world multi-polarity, but will also become an important part of the collective rise of the “Global South”.
