Abstract: During World War II, the US government attached great importance to the supply of nuclear materials, not only for the needs of the Manhattan Engineer District, but also forthe long-term strategic consideration of preemptively acquiring and controlling the world's nuclear material resources. Given that Britain has the widest colonial empire and some governments of the European countries occupied by Nazi Germany have fled to London, the US government has decided to leverage the power of Britain to achieve its strategic goals and establish ajoint action mechanism with the British. At the end of the war, the United States and Britainachieved nearly overall control over the world’s proven nuclear materials, and almost all of thenuclear materials obtained during the war were transported to the United States for use in the Manhattan Engineer District, subsequently laying a solid foundation for the post-war United States’nuclear superiority.
